Brazil: license plate meta

Standard license plates in Brazil are either entirely white (pre-2018) or white with a blue strip on top.

Brazil's commercial vehicles use red license plates. Argentina also has white plates with a blue strip on top. However, Argentina also has white plates with a black blob in the middle, which is unique to Argentina.
